Is a front bumper on a 2007 Volkswagen Beetle Reinforced?

I drive a 2001 honda accord and I was hit by a 2007 volkswagen Beetle. When the beetle's front bumper hit my rear bumper, my bumper cracked across the top. The volkswagen's front bumper shows no damage. The Volkswagen's driver's insurance company is trying not to pay for my damages because they say the damages shouldn't be on my back bumper if none show on the Volkswagen's front bumper. I just purchased this car in January and the whole car was in great shape. I don't know what to do. I don't want to file a claim on my insurance and have a chance of their insurance not paying back. Has anyone had a situation like this or does anyone know if a volkswagen Beetle's front bumper is reinforced. My back bumper has nothing behind it but air. If their bumper is stronger than my back bumper, then that would describe the discrepancy.
