Why are so many British kids illiterate?

Cl sizes in early years are far too big. Kids who get to seven and cant read feel like failures and then dont keep on trying. Need to reduce cl sizes significantly for the infant years and the they will all get enough help to read and write. Once they can do that they are well on the way.
