Why is it that janitorial staff & maintence people have the keys to every location in a building anywhere?

The most public places in office buildings, govt buildings, airports, etc - hire people to perform maintenance tasks and hand over to them the entire ring of keys. I have yet to understand how the screening of these "responsible" people seems to work. Do they all have extra high security clearances in building like the White House or the Capitol in DC?
